HIMACHAL PRADESH PUBLIC SERVICE COMMISSION
STATE ELIGIBILITY TEST-2010.
(ACCREDITED BY UNIVERSITY GRANTS COMMISSION)
Applications on the prescribed form (OMR Computerized application form)
along with category certificates in respect of reserved category candidates are invited by
30th January, 2010 ( 15th February, 2010 for the candidates residing in Andaman &
Nicobar Islands, Lakshdweep, Ladakh Division of J&K State, Sikkim, Assam, Tripura,
Meghalaya, Nagaland, Manipur, Mizoram, Arunachal Pradesh, Bharmour Sub. Division and
Pangi Sub Division of Chamba District, Dodrakawar Sub Division of Shimla District, Kinnaur
and Lahaul & Spiti District Of H.P. whose applications are received by post from these areas)
for appearing in the State Eligibility Test to be held on 11-04-2010 tentatively, for
making the candidates eligible for recruitment to the posts of Lecturer (College Cadre) in
the subjects mentioned below. The desirous and eligible candidates residing outside Shimla
can procure the Information Brochure along with computerized application form by speed
post by sending a self addressed cloth lined envelope duly stamped for Rs.50/- of size
25cm x 30cm along with demand draft for Rs. 500/- as cost of the application
form including examination fee for general category candidates, ( Rs. 125/- in case of
Scheduled Caste (SC) / Scheduled Tribe (ST) / Other Backward Class (OBC) / Physically
Handicapped (PH) /Visually Handicapped (VH) candidates) drawn in favour of
SECRETARY, H.P. PUBLIC SERVICE COMMISSION, SHIMLA payable at SHIMLA. The
Brochures along with application form can also be obtained from the Reception Counter of the
Office of the H.P. Public Service Commission, Shimla by paying in cash Rs.500/- as cost of
the application form including examination fee for general category candidates, ( Rs.
125/- in case of Scheduled Caste (SC) / Scheduled Tribe (ST) / Other Backward Class
(OBC) / Physically Handicapped (PH) /Visually Handicapped (VH) candidates). No
separate fee will be charged on account of examination fee.
The application form should not be folded in any circumstances. The Commission
will not take any responsibility for late delivery / receipt of application. The candidates will not
be allowed to appear in more than one subject.

SYLLABI OF TEST: The syllabi for all the papers are that of UGC/CSIR examination. For
Science subjects viz Life Sciences, Chemical Sciences, Mathematical Sciences and Physical
Sciences, Paper-I will be according to syllabi of UGC NET, the Paper II will be from the
syllabi of Section(B) of Paper-I of CSIR and Paper-III will be from syllabi of Paper-II of CSIR.
The syllabi for all SET subjects can be downloaded from the H.P. Public Service Commission’s
website www.hp.gov.in/hppsc. The syllabi can also be downloaded from UGC website
www.ugc.ac.in. This agency will not supply the copies of syllabus to the individual candidates.
CONDITIONS OF ELIGIBILITY
a) Candidates who have secured at least 55% marks (without rounding off) in
Master’s Degree OR equivalent examination from university / institutions
recognized by UGC in Humanities (including languages) and Social Sciences,
Computer Science & Applications, Electronic Science etc. are eligible for this test.
The Scheduled Caste (SC) / Scheduled Tribe (ST) / Physically Handicapped (PH) /
Visually Handicapped (VH) category candidates who have secured at least 50%
marks (without rounding off) in Master’s degree or equivalent examination are
eligible for this test.
b) Candidates who have appeared or will be appearing at the qualifying Master’s degree
(final year) Examination or whose result is still awaited or candidates whose
qualifying examinations have been delayed, may also apply for this Test. However, such
candidates will be admitted provisionally and shall be considered eligible for
Lecturership eligibility only after they have passed their Master's Degree examination
or equivalent with at least 55% marks (50% in case of SC/ ST/ PH/ VH category
candidates). Such candidates must complete their P.G degree examination within two
years from the date of SET result with required percentage of marks, failing which they
shall be treated as disqualified.
c) The Ph.D degree holders whose Master's level examination had been completed by 19th
September, 1991 (irrespective of date of declaration of result) shall be eligible for a
relaxation of 5% in aggregate marks (i.e. from 55% to 50%) for appearing in SET.
d) Candidates are advised to appear in the subject of their post -graduation only. The
candidate, whose post-graduation subject is not covered in the list of subject mentioned
above, may appear in related subject.
SCHEME OF TEST:
I) The test will consist of three papers. All the three papers will be held on one day in two
separate sessions as under:

First II 100 75 Minutes (11-30 AM to 12-45 PM).
Second III 200 150 Minutes(2-30PM to 5-00PM)
Scheme of test including pattern of Paper-I, II and III is also available on the official
website of the Commission which can be downloaded by the candidates for their information.
A candidate who does not appear in Paper-I will not be permitted to appear in Paper-II
and Paper-III. Paper-III will be evaluated only for those candidates, who are able to secure the
minimum qualifying marks in Paper-I and Paper-II as per the table given below:

NEGATIVE MARKING IN PAPER-I AND PAPER-II: Negative marking at the rate of 25% has
been introduced on the pattern of UGC. Therefore, for each incorrect answer, 0.5 marks shall
be deducted.
Candidates belonging to reserved categories are required to submit attested copies
of their SC/ST/OBC PH/VH certificates along with their application forms. Other candidates
are not required to submit any certificates / documents in support of their eligibility along
with the application forms. Therefore, the candidates, in their own interest, must satisfy
themselves about their eligibility for the test. In the event of any ineligibility being detected by
the Commission at any stage, their candidature will be cancelled and they shall be liable for
legal action.
For Visually Handicapped (VH) candidates thirty minutes extra time shall be
provided separately for Paper-I and Paper-II. For Paper-III, forty five minutes extra time shall
be provided. They can also be provided the services of scribes who would be a graduate in
subjects other than those of the candidates.
For Physically Handicapped (PH) candidates who are not in a position to write in
their own hand-writing can also avail these services by making prior request (at least one week
before the test) in writing. Extra time and facility of scribe would not be provided to other
Physically Handicapped candidates.
In paper-III, candidates have the option to answer either in Hindi or in English in
all subjects except languages where the candidate is required to write in the concerned
language only. In case of any discrepancy found in the English and Hindi versions, the
questions in English version shall be taken as final.
NOTE: SET qualified candidates shall be eligible to apply for the post of Lecturer (College
Cadre) only in the University/Colleges belonging to Himachal Pradesh State.
